About the Authors
Lucinda V. Upton, CPA, CGFM, is an analyst for the Program Review and Investigations Committee of Kentucky’s Legislative Research Commission. In more than 20 years in state government auditing, accounting, and research, she has also held the positions of assistant director of audits in Kentucky’s Office of Inspector General, financial manager in Kentucky’s Medicaid program, and research assistant for the National Association of State Auditors, Comptrollers, and Treasurers. She is a certified public accountant and a certified government financial manager.
Ms. Upton has written courses and technical publications for Sheshunoff Information Services, Risk Education, the AICPA Continuing Education Division, and the Association of Government Accountants. She has also been a discussion leader for national conferences and state and local training sessions. She was an education coordinator for the Southeastern Region of the AGA and a past president of the Central Kentucky Chapter of AGA. She has been the chapter’s education director for a number of years.
